URJ20120005 BY THE PRESIDENT OF THE UNITED REPUBLIC OF CORALLIUM: A PROCLAMATION (CONTINGENT CONSTITUTION OF THE UNITED REPUBLIC)
PRESIDENTIAL PROCLAMATION III
I MATTHEW CORALLIS, President of the United Republic pursuant to the power vested in me by the people of the United Republic of Corallium hereby proclaim that the following articles be the supreme and foundational law of the Republic for the period in which it is relevant as determined by myself, effective upon the date of proclamation:-
ARTICLE I
The United Republic of Corallium shall be one unified Nation made up of the several constituent cities and territories as incorporated by authority of the President. Each city shall have a Senator who is appointed internally by the state itself. Each territory shall have an administrator who is appointed by the President to manage the affairs of said territory. The leaders of the cities shall hold the power to manage the day-to-day affairs of the state, including matters of internal administration relating to the organization of municipalities, the power to determine symbols of the state, the construction of buildings within the state, and the administration of the various departments of the state government. The President by notification to the Clerk of the United Republic, or the senator or leader by notification to the Clerk or the President of the United Republic shall have the sole power to dissolve a city.
ARTICLE II
The President of the United Republic shall be the popularly elected office responsible for the governance and executive affairs of the United Republic including the administration of the various departments of the Federal Government, the appointment of the various government officials for which the President is charged to do so, and any other power or duty as granted to the President by proclamation. The President shall have the power to introduce, amend or repeal any act of the Federal Government.
ARTICLE III
The Vice President of the United Republic shall be the popularly elected office responsible for supporting the President in the governance of the United Republic. The Vice President shall also serve as a member of the Cabinet of the United Republic. Should the President resign or be unable to fulfill his duties, then the Vice President shall be the immediate successor to the President before the time in which a popular election is able to be held.
ARTICLE IV
The Cabinet of the United Republic shall be the executive council which consists of the Secretaries of the various departments of the Federal Government and the other officials as appointed by the President. The Cabinet shall have the responsibility of supporting the President and the Vice President and influencing executive policy.
ARTICLE V
The Clerk of the United Republic shall be the public official appointed by the President responsible for the safekeeping and management of all records of State, including notices of importance regarding the functions of Government, appointment of officials and proclamations by the President. The Clerk of the United Republic shall also be responsible for the execution of free and fair popular elections to any Federal office of the United Republic.
ARTICLE VI
Every six months from December 2020, a popular election of the President and Vice President of the United Republic shall occur. This election shall be administered by the Clerk of the United Republic, who on the day as determined in the election procedure must certify the result publicly in the Journal of the United Republic. No person may run for more than one Federal office in a given election. All electors and candidates must be citizens of the United Republic, and candidates must register with the Clerk of the United Republic on or by the set date as per the procedures of the election. The Clerk of the United Republic shall hold the power to set out the procedure of the election, including the timeline of important events and the manner in which the vote is held.
ARTICLE VII
If the President, Vice President, or any other elected officer of the Federal government resign, then a by-election may be called at the discretion of the President of the United Republic. The electron shall occur following the proclamation of an election and upon the notification of the Clerk of the United Republic. The same rules and procedures for the election shall be followed as laid out in Article VI.
ARTICLE VIII
Any executive order by the President of the United Republic, including the proclamation of an act, the appointment and establishment of the various offices of the Federal government, executive actions relating to the incorporation and management of states, and other executive actions must be declared publicly and registered with the Clerk of the United Republic for immediate publication within the Journal of the United Republic.
